As I understand "context," in its most literal meaning it refers to text.
But let's take the more general view that "context" for the average person is the country they live in.
How being killed by your own government is "out of context" is something only you would "know."

Not many people are aware of this but where murder is concerned, around 80% of murders are blacks killing other blacks.
If you aren't black, you're risk is quite low.
Even if you are black and you don't hang around ghettos (or the war zones), your risk is still very low.

I'm giving people the courtesy of discussing the context, too.
It is all well and good to make a point which depends on a myopic POV, on the sun being just so above the horizon, and your left hand being located on the asdf keys, and holding your tongue just right, but such points are usually pretty much worthless.
Granted, felix was about to score some BIG points about the US being so bad, but the US just isn't all that bad.
Most countries are far worse.
It just plain does not matter if the finger that pulls the trigger on the gun that kills you belongs to a government official or some 12-year-old.
You are dead either way.
In communist countries, it is more likely to be an official, AND you are a LOT more likely to die there than here.
