Maybe we could build some huge fake cities, put some fake people and say "this is the most important thing to us and would destroy our moral" then we could convince them to all blow themselves up there. We just say "If all the people in this area were blown up we'd renounce the state" and the entire Nation would get in a big line, and blitzkrieg the location.
