Your link seems to be dead now, as it would appear any recent news on the subject is. However there was virtually nothing in your opening statement that indicated only black people would be targeted, in fact it says immigrants, which come in all kinds of races.

So are we to assume that to you the word "immigrant" automatically means "black person"? THAT is what is racist about your preposition, and all the nonsense contained in it. Any normal person reading it would see the word "immigrant" and think "immigrant".
