Poisoning animals might actually be more telling, in my experience people inclined to poison anything, even plants or insects, tend to have strangely destructive tendencies and lack a conscience in general. It's only more cowardly and perverse, no less cruel than slaughtering with a knife or club.

why should he never be let out, i am not saying what he did was a good thing, it was not, but to lock a child up for life is a bit extreme, i understand the pwners may have suffered but to lock a child away is not the way to go, the kids that killed jamie Bulger in the uk are now out and have been given new identities
 
Maybe I'm old fashioned, but I'll take the inconvenience for him over some parent finding their child mutilated on the lawn. He started very young and is obviously wired wrong. He skinned pets that people love and left the remains where they could be seen by the owners. It was obviously important to him that they suffer.

Of course, my idea of a mental institution is where such people are safe and well looked after and given an opportunity to be productive members through education and employment in ways that are fulfilling to them. With his aptitude for skinning cats he might make an excellent student of veterinary science.:p

Thats one of the issues still not resolved in my mind, ie healthy sexual lives for such people. While the prospect of sterilisation bothers me, perhaps it could be traded in for the privilege of getting sexual escorts?
 
I'm a little confused about the viewpoints expressed here, especially knowing some of you. This guy is a psycho, and many studies (yes, i will dig up references if necessary) indicate that a person that tortures/mutilates animals as a child or young adult has a much better chance of becoming a serial killer later in life. The dude needs help now, whether that be prison or psychiatric ward, to prevent future harm. How can any of you dismiss these actions as excusable? The guy needs serious help, and releasing his picture is just the beginning...

So, say for example, a kid has Downs syndrome and hurts a number of cats...?

I know this kid doesn't. I'm stretching the scenario because I'm trying to find out where the limitations on beating up a mentally ill child goes.

I agree. Let's not get out of hand here, beautiful.... I'm just saying that this "mental condition" needs some sort of attention, which doesn't include "tar and feathering", nor locking him up for life. Rather, I am asking you, what is your rational answer? How do we balance society's right to avoid serial killers with the individual's rights to be who he / she is?
