The only thing I have against it is that there is not much info to base it's capabilities off of. At least on wikipedia, if you can find the design info and concept drawings or even a scale model made by the company and can cite them than I see no reason why not.
I dont need for russia to use the I-54 I made up as a fighter, I found their next generation fighter which is rolling out in 2015 for full operations.

...Japan is interested in engines in the 10,000-20,000lb thrust class (44-89kN), and has a long-list of candidates on which it is seeking information, the sources say.
These include the General Electric F404 used to power the Boeing F/A-18 Hornet, Snecma's M88-2 for the Dassault Rafale and Volvo Aero's RM12, integrated with the Saab Gripen. Its search even contains the Gas Turbine Research Establishment GTX-35VS Kaveri, still in development for India's Aeronautical Development Agency Tejas light combat aircraft.
Japan had wanted to buy Lockheed Martin's F-22 to meet its future fighter requirement, but the US government has barred exports of the type and agreed to halt production for the US Air Force. Tokyo has responded by vowing to develop its own fifth-generation fighter under the ATD-X programme.
Local engine-maker Ishikawajima-Harima Heavy Industries (IHI) has been assigned to develop the XF5-1 engine for the ATD-X. The move to source foreign engines for the prototypes could be part of efforts to give IHI more time and ensure that the overall programme remains on track.

It's just that shogun, if we use the ATD-X the vast majority of it's capabilities in this story will not be grounded in solid fact. Like we have a very clear picture of the Pak Fa because it has had test flights. But we dont know much about the ATD.
The design of the aircraft reflects those of several American fourth and fifth generation fighters, most notably the F-22 Raptor.[citation needed] The ATD-X will be used as a technology demonstrator and research prototype to determine whether domestic advanced technologies for a fifth generation fighter aircraft are viable, and is a 1/3 size model of a possible full-production aircraft.[5] The aircraft also features 3D thrust vectoring capability. Thrust is controlled in the ATD-X by the use of 3 paddles on each engine nozzle similar to the system used on the Rockwell X-31, while an axis-symmetric thrust vectoring engine is also being developed for the full scale production model.[5] The nozzles on the prototype appear to be uncovered and might have a slight adverse effect on the aircraft's stealth characteristics.[citation needed]
Among the features the ATD-X is to have is a fly-by-optics flight control system, which by substituting optical fibers for wires, allows data to be transferred faster and with immunity to electromagnetic disturbance.[5]
Its radar will be an active electronically scanned array (AESA) radar called the 'Multifunction RF Sensor', which is intended to have broad spectrum agility, capabilities for electronic countermeasures (ECM), electronic support measures (ESM), communications functions, and possibly even microwave weapon functions.[5]
A further feature will be a so-called 'Self Repairing Flight Control Capability' (自己修復飛行制御機能), which will allow the aircraft to automatically detect failures or damage in its flight control surfaces, and using the remaining control surfaces, calibrate accordingly to retain controlled flight.[3]
The JASDF is reported to have issued a request for information for engines in the 10 to 20 thousand pound thrust range to power the prototypes while Ishikawajima-Harima Heavy Industries is to provide the engines for the completed fighter.[6]
But the problem is that those specs are in all practicallity the same as the F-22. I could not find one significant unique thing on there different from the F-22. At least on things that aren't speculation. If you want to have a plane that's the exact copy of an F-22 you can, but Im just warning you right now there is not really enough details to make this aircraft seem unique or different.
