Looks more like Italy.
Looks like downtown Minneapolis, Mn, not too long ago.
There are a lot of Italian immigrant descendants in the area, but it's mostly German and Irish and British and Scandinavian and E European - and Confederate refugees, of course. If you are looking for an ethnicity to blame.

I think he is referring to a bridge collapse in Italy. Unclear whether he knows of what you refer to but he seems to miss the point re US infrastructure.

When I lived in Sicily (USN) two "counties" had a dispute as to who would maintain a certain country road. The end result was neither one took responsibility and the road went to hell. Then the local farmers decided that was wasted space and expanded their fields. The road literally disappeared in three years. We were impressed.

Ridiculous but no more so than in the US, whatever the reason.
The Empire State Building was completed in 1931 while bridges & highways were designed to last 50 years, most of which are over 50 years old & not well maintained. Most streets were built & are maintained even worse.
