To me it is a strange concept that parents would not do all they could to help their children make the most of opportunities. How did we get to a point where parents don't care about children and vice versa anyway?

No, not at all. We're talking about a fairly distinct group of people who have discovered how to manipulate and milk a system which was originally designed and established to help the truly needy.
It's abuse could well be thought of as a cottage industry. People learn how to beat the system, maximize their take from it and show others the proper underhanded methods to best take advantage of it.
Also, the cost of trying to police this bloated monster is enormous and understaffed. Once someone gets into the system, which isn't very difficult, it's next to impossible to get them out of it.
Hmm seems to me a system like this has the propensity to become endemic, spreading throughout the society as other groups start feeling aggrieved and demand similar considerations.
Indeed - it already has. That's a part of the backlash again illegal immigrants that's growing in many parts of the country. They've found ways to cash in on the programs as well - and teach other new arrivals how to do it. Dade county (Miami) Florida has such a problem (and growing) with yet another group of immigrants - Cubans.
And at NO point am I attempting to say that ordinary "White" Americans are avoiding the gravy train. They are well involved also.
