Now at least the world has decided on a fixed value for the second it easier to synchronize world wide equipment which needs to be in sync with accuracy

True still a arbitrary unit but at least a agreed unit

Which puzzles me IF time was / is a fundamental of reality / physics and detectable should we not have found it by now considering how pervasive it is in our lives?

I like to think of as a passive potential of a permittive condition.

That is true because music usually follws a rhythm. But a Seth explained, when under anesthesia, the person ceases to have total discontuity of time. You can be "out" for 5 minutes, 5 hours, 50 years. There is complete discontinuity of the sense of time passed.

Time is the duration of things & events & the duration between events.
Without time there could be no cause & effect.
I do not know what time may be based on but our knowledge of it is definitely based on physical things.

Duration is time undefined , duration is movement unmeasured , fundamentally . It is through the understanding of duration , the cause and effect and therefore affect of that , that time is derived .

For example the cesium clock has a duration of movement from one point to another . Now this movement , duration , of the electron would happen regardless of being measured and then defined by the measurement .

They are not defined by the measurement. They are used by us to measure time.
Every thing which happens is an example of time passing. Clocks are only our best, easiest most convenient way of measuring time.

Then don't measure the electron movement in the cesium clock . How then do you know the time ?

The electrons in a cesium clock go back and forth , from one point to another and back again , duration . And this happens regardless of whether it is being measured , it is a natural movement , of the electrons within cesium its self .

Here's the thing , a being comes along and wants to understand this duration ; so it measures this duration based on it's concept of time . Hours , minutes , seconds and smaller .

So time IS the understanding of duration , of the cesium electron movement .

Our concept of time is based on our perception of time. Our measurement of time is based on our perception of time.
Hours, minutes & seconds are our current system of measuring time which we perceive. It is not that the day is made of hours, it is that we invented hours to help measure time. Presently each hour is 60 minutes & each minute is 60 seconds but we could have hours of 100 minutes & minutes of 100 seconds if we want. We could divide each day into 20 hours rather than 24.
We have no choice about the length of the day or year. Whether we divide the day into 20 hours or 24, the day is the same duration. Our year is X number of days regardless of perception or concept.
24 hours is not only relevant, it is 1 of the earliest & most basic things humans began to measure.

Right, when one loses consciousness (ability to think), we cease to exist as a person and become merely an object. When the anesthesia wears off, one becomes a person again, but will have lost all sense of continuity.
