I think that any publication by any individual should be subject to the laws of slander, libel, incitement, defamation etc... you push that share button you face the consequences. You publish deliberate lies that defame or incite then yo pay the consequences. There is a need to develop laws that deal with liars. The key word is "sworn in as president". You cannot "unswear" a president.

Perhaps, but if the threat is from overseas, and you're intensely surveilling the sky for bombers, you're not really looking for the little boy tying your shoelaces together. The threat from foreign interference, I'd imagine, would mostly be in the digital realm - the Cambridge Analytica methodology etc. So surveillance and counter-measures would be focussed there. However, it makes sense to me that he was also stating, by implication, that the democratic voting processors were under intense surveillance and if there was any major organized voter fraud, domestic or other wise, they would have been caught up in the monitoring undertaken.
In other words I would suggest that this particular election would have been the most scrutinized election ever...due to the evidence of Russian and other foreign interference in the 2016 election.
