Ah, It's not really a book, but it is mentioned in a book.
It's similar to those described in the Halo books.

Thats what the what those things sticking out of the sphere are for. They are spring loaded shock absorbers.
It is based on the 1964 movie version of the 1901 book by H.G. Wells.
