Under the changes to the sexual assult laws this is correct, if you are intoxicated you cant concent. However as previously stated if the laws are written correctly they wouldnt make a case without the intoxicated persons agreement they were raped and its highly unlikly this case would fly if the person was your regular sexual partner unless there were aditional cirumstances.
2. You are a rapist if you find a drunk girl and have sex with her.
