What I am wondering is who is smart and active enough to be behind their operations, and Challenger is the only person who I can think of.

inzomnia and Asgaurd are the only people I can say are mafia or might be. 11parcal is above the rest of everyone, then you, but its pretty much tied for me(after inzomnia and Asgaurd).
