First, the general definition, as was provided:
"Memes are essentially sets of instructions that can be followed to produce behavior."
So, is a weather report a meme?
We need to first distinguish whether or not a weather report can be a set of instructions?
A set of instructions are a number of messages describing how something gets done. A weather report is a prediction; a statement about the future. Strictly speaking, it does not appear to follow that definition.
If the weather report predicted afternoon thundershowers, would one tend to grab their umbrellas before going out? Especially if you were in a position to get soaked if you didn't bring one?
Where then do the 'set of instructions' appear in a weather report? Our behavior, perhaps? As a result of getting soaked in the past when we didn't bring our umbrellas, maybe?
Of course, there's the possibility someone wants to run naked through the rain. So, maybe they wouldn't bring an umbrella.
The 'set of instructions' in a weather report is not apparent, but
implied based on our past experience with weather.
So, the weather report may likely not be the meme, but perhaps instead the catalyst to the behavior, based on the set of instructions gleaned from past experiences with weather.
