A Few Thoughts

Goose bumps really don't have much to do with hair standing on end it is more for when we are cold. By curling our skin we have less surface area for heat to escape. (Or so I've been told.)

Goosebumps are of specific benefit to hairy creatures, not creatures with obvious absence of hair, (minimal hair)
 
Just like with cats, you fluff up when you get scared or cold.

When you are scared, it makes you look bigger, to intimidate preditors.

When you get cold, you fluff up in a sorry attempt to thicken your fur. Works better for the fuzzier types.
