about 75% of Jews in America belong to a congregation that doesnt believe that following the laws is 100% needed. and that they should adjust as time and culture change. seems fair to me. so i would suggest that the women mentioned has been kicked out of the orthodox community. that she is still considered Jewish by those in the other congregations and that they would accept her and her children just fine.
equate this to the Amish. they may kick you out but you could still be a christian and would be assimilated just fine into other christian congregations. the fact that the women you mentioned did not follow the orthodox opinion of the "laws" would mean that she does not consider herself an orthodox jew.
