I think it's an anachronistic boogyman. There might, however, be a one world ruling theme, which is make as much money as you can right now, and the future be damned, but that's more like capitalistic anarchy. The UN is the closest thing to a world governing body, and as close as we will probabaly come. The UN's percieved ineffectiveness is a result of having to negotiate between nations with various conflicting interests.
