Shogun decided it is too risky right now, he will wait for Jack to create confusion and chaos before he makes a move.
 
Shogun moved closer to one of the mobsters without attracting attention to himself, getting ready for the right moment.
 
Shogun walked up behind him and whispered,

"No matter, it wouldn't be a good idea to catch him here anyways, too many civilians, let him be for now,"
 
"Can you take out those two mobsters right there? Make as much noise as possible, I will take out that guy over there silently and take his weapon,"
 
Jack aimed his Colt and pumped a round into the first guy. The second guy he shot in the leg. The guy hit the floor screaming. Jack walked over and pointed his gun at the guy's head.
 
Shogun whispered to Nunnally,

"Get cover, and don't make a sound, trust me,"

"Yes oniisama," She then hide behind the seats. Shogun went behind one of the mobsters and quickly stabbed him in he kidney and in the heart, while cover the mobster's mouth. He then took the weapons. He then fired at three other mobsters, head shots and center mass hits.
 
Shogun took his aim and killed the last two mobsters, Shogun then said to Jack,

"I will be calling the National Guard,"

Shogun turned on his phone and phoned the National Guard,

"This is Lord Shogun vi Vichi, you may proceed,"
 
Shogun put his gun down. He then went to his sister,

"Are you alright?"

"Yeah, oniisama, but that was scary,"

Shogun responded with,

"Its unfortunate,"
 
Shogun decided not to reveal his identity and waited for the National Guard to deal with the panicked civilians. A National Guard team got in the theater and said over a microphone,

"Remain calm, we are here to take care of the situation,"

Shogun then said into his phone,

"Pretend I am a regular civilian,"

"Yes, my lord,"
 
I was walking down the avenue when half a dozen national guard trucks rushed by, "where's the fire?" I chuckled to myself
