Think it through, Jack. Each satellite is synchronized with the next one over. There's no discontinuity right around the Earth.

A clock in a loop becomes more desynchronized under Sagnac. Your statement is false.
GPS does not deal wuth the entire earth rotational loop but a very small subset.
