The issue isn't whether or not they were contaminated, but what dose of radiation they received. I think much of the site is below dangerous levels if not staying there for too long (i.e. years). Of course, the worst parts are still lethal within minutes, but I doubt anyone went into those parts of the reactor.

The worst outside-the-reactor contamination was in the Red Forest. When the reactor exploded, much of the contents of the reactor was blown outwards and upwards and came to rest in the Red Forest (so named because every tree in the area died and turned brown.)

Their solution was to knock down all the trees and cover them with a layer of uncontaminated dirt, hoping that the layer of dirt would immobilize the more dangerous reactor chunks. It sort of worked; radiation levels are still high but wildlife has returned.

The Russians had soldiers digging trenches in the Red Forest.
