It's only possible if they're inconsistent (but still truthful) about how they describe their position... and they walk in a circle.
 
Reminds me of: Which is heavier, a pound of feathers or a pound of lead?

The follow-up is: Which is heavier, a pound of lead or a pound of gold? It's a trick question because gold is measured in troy ounces, 12 to the pound, so the "correct" answer is supposedly a pound of lead.

But that's assuming that the pound is the same.

The Answer is: 5. He can make 4 cigarettes from the 16 butts he found. After he smokes them he has 4 new butts to make another cigarette.
