Well, because you assume God (were he to exist) is a man.
I am pretty confident there is no belief out there that God is a man in the biological and psychological sense. So it makes no sense to posit he would have genes, let alone a libido.

Intercourse is for procreation: making children. That's it's use! Anything else is the opposite: ab-use. :)

With this definition in mind, masturbation must be defined as self-abuse. This is of course unless you love yourself. :)

Females are born with a massive surplus of ovum which are not affected by masturbation but die off as the female ages

Those ovum which survive in a aging female can be defective as well as the poor ladies reproductive system becomes less workable

While sperm is produced fresh as required, so to speak, abet with some decrease in mobility, the delivery system of the male also becomes less workable

If they're stuck in a religion that teaches against it, if Christianity, you're forgiven... I think the Muslims would be in it deep.
