Your approach isn't new. Hundreds of people have tried to get around Newton's laws and build a reactionless thruster. So many have tried that there is a page on Wikipedia dedicated to them, in all their various incarnations. None of them have ever worked. No clever arrangement of pumps and turbines will ever generate an action without a reaction.

Water pump, does not compress to the water, such as a turbine aircraft.

If there is no compression of water, there is no recoil force.
