They sign a paper that allows her to be the legal arbitrator and her decision has legal standing.

That makes a lot more sense. So the people have a legal obligation to pay the fines she sets out? Didn't see that coming.

Actually, I know at least one of the shows (not sure about Judy's show) the producers will pay the fines for you.
My brother was being sued and was invited to be on the show - if he lost, the show would pay his fines.

They always give a disclaimer on Judy's show that they are rewarded $500 dollars each, but my memory from a few years ago may be a bit fuzzy.

The problem is in the grammar:

Has seen means the buyer has seen the car before buying it.

As seen means no guarantees with the purchase...

just joking, but wanted to point it out the difference...
