The voice phenomenon is a mixed problem as there is "more than one way to skin a cat".
First off there are "Parapyschologists" that utilise such equipment for part of their studies that uses high frequencies to generate bone reverberations and create "pseudo" occurrences of the inner-voice phenomena. Currently there are a number of sectors this is utilised in one obviously being Medical, Academic Research and of course Military. There is also a small probability that certain "Cult/pseudo-religious" groups might well have access to such methods/technologies since they don't adhere to general rules or universal declarations.
One potential concern that outlines the current methods used is how it could damage and place into disrepute the potential direction that could be looked at by Transhumanism researchers through the usage of both BCI usage and mnemonic simulation adaptions.
For instance an angle for Military application based upon sensitive operations such as Oppenheimer's involvement of the development that Atom bomb shows that the Military tends to be very strict with Civilians, Researchers and Scientists when involved in clandestine developments. This actually made some scientists very concerned about secrecy in regards to actually keeping things from their governments.
Creating systems that "enhance" a persons mental development can also be used to Track and Monitor progress, this means even if a person was to encode, encrypt or hide their internal thoughts, that such information is still potentially present to those that have interest in finding that out. There is then the concerns of intellectual property theft which doesn't need much detailing, usually people refer to this as "thought stealing" however while that can be widely unacceptable because of the "wooishness", there is still a fundemental underlining truth to the potential.

What a strange concept - encoded, encrypted or hidden internal thoughts. So that the information is still potentially present to those that have interest in finding that out.

Anyone can make a prediction. You didn't say it had to be accurate. If you want one then I predict that 1034 years from now, someone named Bob will kill somebody. Please indicate to me my inaccuracy. Or is this one easier: I can predict with 100% accuracy that you will not get into a submersible and visit a deep ocean trench in the next hour. Please tell me in one hour how accurate I was.
I guess you agree then that anyone can tell you about a past event. Just how accurate is past recollection?

A true prediction in my case is nothing that I have even thought about but the information is given to me, and then see if it happens. Make a prediction without thinking about it.

It is definitely harder to make a prediction without thinking about it, in fact it is impossible.
Rob....people make predictions everyday, a great deal of them never play out. You are trying to accomplish complete accuracy for a task that is inherently wrong most of the time. The odds against making a list of ten predictions about things you know nothing about and having them all come true are astronomical, beyond the realm of even a remote possibility. Even getting one right flies in the face of probability.
Seeing how you are a religious guy, I will ask you if you can predict what God will do in the next year? If you say yes then please explain how you understand the way God thinks. If the answer is no, then please explain why anything that you predicted happened without God knowing about it .

Unfortunately that's the point about the differences between Strong Sciences like Physics and Weak Sciences like Psychiatry. The reason for Psychiatry being a weak science is due to a lot of their posed framework being completely based on non-testable, non-replicable (and predominantly biased) hypothesises. Psychiatry to that point doesn't just utilise a lot of stereotyping but actually enforces it.
After all it's easier for a Psychiatrist to kowtow to other doctors of their genre than even consider that the future levels of our technologies are potentially a viable threat when in the hands of sociopath's.
