Only thing I can come up with, is that it's to partially indent the spot you want the screw to go into...to use instead of a drill

like the start of a hand held hole driller?

I got that part.. lol... And aluminum screws..

It coud be used as a screwdriver... but an actual screwdriver woud be much mor effective.!!!

No its not for markin whare a screw goes... an the middle part does move... you twist an lock it into position (so the center part is in line wit the 2 outer parts) an then its ready for use.!!!

WAIT!! is it the screw thingy for bones???

The outer-shaft you twist to lock the center part into positon is spring loaded... an it snaps into the corect positon when you'r settin up the tool for its intended use.!!!
 
OK...My last guess is a ratchet for screws...Gives extra torque when driving the screw in.

Its diameter is about 3/16 inch.!!!

is it one of those torch thingys used in cooking/baking??
ex: to burn/caramlize a creme brule
