It's obviously an impeller of some sort so I'm going with s paint mixer - attach it by the rod to an electric drill and mix.
if it was a paint mixer there would be leftover paint on it.. not very many ppl clean their paint mixer that well..

Yes its a paint mixer... recomended for 1 gal. or larger... but it also works grate for quart size cans.!!!
Atached to a 3/8 in variable speed drill it works grate at max speed... an in a minute or 2 perfectly mixed paint.!!!
O... i clean it right after each use an it stays new lookin.!!!

speaking of paint..im looking for the gold/silver color change paint for my model..i only need like 8oz, but it costs 350 for a pint!
Prolly be mixin a gallon tomorow... will take a pitcher of it in action.!!!
Buy a gallon an it will be much cheeper per oz... paint you'r model an put the rest in bottles an sell it on ebay at a mark up price which will allow you'r model to be painted for free.!!!
