So? All that does is highlight the irrelevancy of the geography of any indiscriminate use. It doesn't hurt people much either - although caution is advised around pregnancy and nursing.
DDT is now in use in South Africa for malaria control. Their method is to spray the interior of people's homes, and leave a thin film of DDT.
And that use required no change in the existing "ban".

South Africa is not the USA. An American ban has nothing to do with them. So they use it. And use it wisely.
