Can america leave iraq?

The weird thing about the war in Afghanistan is that the US legally didn’t invade. The reason why is because the Taliban were not recognized as the official government of Afghanistan the Northern Alliance was, and they appealed for assistance. Weird isn’t it?
 
Kerry has openly and rather aggressively stated that his greatest priority in Iraq is to pull out large amounts of American troops, and to bring in the UN and NATO in. While not a full cut and loose plan, it does sound like a big step in greatly reducing sole American authority and responsibility in Iraq.
