What language is this, and what does the above mean? I don't understand a word, but the first sentence could mean 'What are the two of you talking about?'

Excellent! One does find prate in Shakespeare. 'Om' looks like 'on'. Nice deduction or intuition or context reading.
'Fan' is an expletive - a name for the devil. The English translation - to make it have the same impact on someone with English as their mother tongue would be quite harsh, but What the devil are you talking about? is close enough.
The second sentence includes a coined word on my part and a mispelled one at that. It should be 'dammbajsare' which means pondpoopers (or frogs, ie Frenchmen) but with one 'm' means dustpoopers, which may be better anyway, neither being good. Devilish pondpoopers, the two of you.

P.S. I have a Swiss oncle, whose father (my step-great-uncle, m.h.s.r.i.p.) spoke Swiss. Very guttural, but not as harsh as Allemagne. Ach! those Boche, ma fois!
