Why so few flies in Italy

Was recently in a number of places in Italy and I noticed very few flies. On returning to England we had a spell of good weather and straightaway we had a lot of flies. I though high temperatures breed flies, but this didn't appear to be the case, why?
 
We used to have hardly any flies in England too.
They disappeared for years.
They are making a comeback.
Maybe they've become immune to some insecticides.

They are amazingly acrobatic little creatures.
They would be quite welcome if only they didn't drag shit everywhere.
