Two men first to be charged in UK under FGM Act

Wait... I'm confused.

Announcing the decision, Alison Saunders, the director of public prosecutions, said: "The CPS was asked to consider evidence in relation to this allegation of female genital mutilation (FGM) by the Metropolitan Police Service. It was alleged that following a patient giving birth in November 2012, a doctor at the Whittington hospital, in London, repaired FGM that had previously been performed on the patient, allegedly carrying out FGM himself.

So... the doctor that repaired the FGM is being accused of committing FGM himself?

I know, only a small part of the article... but that part has me a bit confuzzled... possibly because I haven't fully woken up yet, but still.
 
It's not very clear, but that's what seems to have happened. I suppose sometimes the thing is botched and needs some repair work. All sorts of people do it, not just doctors, and sometimes it will be messed up, I guess.
