Um the "laws" so to speak written on the stone are actually GOOD, and not at all associated with any form of NWO I can think of. Such as...

Where did you get the idea this is an NWO monument?
 
Sounds to me like a "Tourist Trap". During the late 1970's and early 1980's there were a number of dodgy cult groups that existed, however their numbers slowly diminished. It's possible the original group which might of just been a bunch of cranks, disbanded many years ago.
 
Strange to say the least...but it ends there.
SOMEBODY has to know who put them there...from what I remember it's on private land.
