Why does time matter? If it takes only 5 seconds to make you bow to the east and say "Praise Allah!" I just as much enforced my religion on you as using taxpayer-financed time to say a whole 2 minute Christian prayer at the city council session. It's still discrimination and a violation of freedom of/from religion no matter how brief it was.
