Subsidized housing: good or bad?

Yet another article in my local news (Seattle, Washington, USA) about housing subsidized by my county. From the article: “In order to qualify your household income has to be less than $90,000.” The county limits the price the developer can put on the house as well.

In the newspaper there was a quote from one of the potential buyers. She said she thought because of the upper limit on the sale price the house would be worth at least $25,000 more than what they’d pay.

Question is, is subsidized housing better for society? Or just a giveaway at public expense? What do you think?
