Strict hygiene enforcement?

When you look at the statistics, for instance from the Minnesota department of health, it's really kind of gross. A significant number of people don't wash their hands, according to this http://www.health.state.mn.us/handhygiene/stats/statistics.html

Although beyond that, I'd imagine that there's also a significant number of people that

don't bathe
don't brush their teeth
urinate/spit in public

Etc. Now I know that by law health professionals and food industry workers are required to wash their hands........but should we create strict hygiene laws? These could apply to everybody and could make it mandatory to keep up with a standard of hygiene.

I suppose the biggest problem is enforcing this kind of thing; but if it could be done, should it be done?

For instance, it could be required that people: bathe daily, brush three times daily, wash their hands x amount of times per day as well as sanitize, stay at home if sick, etc etc

Would this improve the overall health of the population?
 
Well, we force people to fasten their seatbelts when driving. Is this any different?

Sure, it's just going a little further, but it's the same thing, same issue ...forcing people to do what society wants them to do.

So, in answer to the post question: Yes, society should force people to conform to some agreed upon standards for virtually everything the member of the society does - bathing, fucking, masturbating, smoking dope, drinking booze, picking ones nose,...., everything!

Over half of the worlds population has NO potable water for drinking let alone bathing or brushing their teeth with.
 
Most of that would fall under "victimless crimes". Who cares if someone's teeth are rotting out? It's not your business, and you really don't have a "right" to live amongst only clean people.

People are dirty. You don't have to be if you don't want to, but you can't force others to live by your standards of cleanliness.
