Some questions about hydrophobicity

Given atoms H, C, O, N which are covalently bonded (peptide chain) in water,
is it possible to determine whether which atoms (besides the side chain) are hydrophobic or hydrophilic?

Generally speaking, hydrophobic and hydrophilic only really refer to molecules and not to individual atoms. Hydrophobic molecules are going to be the ones with large clumps of carbon and hydrogen with few reactive groups (O, N), or few groups where hydrogen bonding will take place (again, O, N, etc).
