Snake penis different tissue

I read that a snake and lizzard genitals come from the tissue where also their hind legs come from (its tail tissue), as is not the case with mammals.

Reason for this: the embryonic cloaca (which later will turn into the urinal tract) gives molecular signals to near cells to start growing. The location of the cloaca is the main reason, because the nearest cells will get the message first.

In these animals the cloaca lies (by accident) close to the cells that form hind legs, so that is the reason.

Why only the snake and lizzard, isn't that odd? Has anyone heard of any aberrant animal organ growth like this? It's still weird for me that some snakes have two knobs that used to be legs, by the way.
