I think your mixing that up with the F-35, the US isn't and won't ever be selling F-22's

Out of Game: Seeing from the carrier tech from World War II, I think they could, just like the fact that they are a de facto nuclear state, they have the tech, but they don't want to make nuclear weapons. Remember this is in the future....It won't matter to me, because F/A-22s are land based aircrafts.
