The Vichi Family were in command of the military sector for over two centuries, they developed a close relation with the Glaws with was in charge of the industrial sector. They had such a close relationship that when the Glaws planned their conspiracy, they Vichis fell under suspicion despite having no part of it. They were shocked at the Glaws' betrayal and severed all connections with them. The Vichi Family not only gained their position because of their family, they are a well known for their intellect and ingenuity, they were a family of geniuses. Some specialized in military research and science while others are masters of tactics and strategy. If they wanted to, they could oust the government from power, instead they were taught from youth to be loyal and honorable. They were feared by the evil, but respected by all. He heard rumors that the Glaws split up into the Istan Glaw, the Gorgan Glaw and the Solistice Glaw, and they are plotting to regain their nobility.

For example in Sciforum Fleet, I didn't say it was shielded while you said it was destroyed, see? Its called synchronizing. If it was up to me then I would of said the torpedo got teleported back to your ship and destroyed it, I didn't to synchronize with the story.
The Vichi Family didn't have the manpower and technology of the Glaws, they were a small family. What they had that was far superior is their intelligence, ingenuity and their military skills. They are also high nobility in command of the armed forces. Shogun believed intelligence, ingenuity and mastery of strategy and tactics is far more important.

Ricrery looked on as his army marched on to the Vichi headquarters. He had other plans in mind though, and he grabbed a pad and yelled into it.
"Listen, I want you to go out and capture innocents and threaten to destroy them if the Vichi don't give themselves up! And I'm not idiot so I want some of you also trap them so they can't stop us!"

Tenno hang up. He will not get the army involve and risk their lives to save himself, he called in sick and head home. He will fight nobly without using his authority. The Vichi Family doesn't surrender. He was up for a good fight, as always.
