I'm afraid I can't help with finding you one.

But I know what I would fear from a sniper weapon in paintball is most definitely the velocity. Afterall you need to have the same impact as a normal pistol but still allowing you to transcend distance.

Perhaps you need a smart scope on it, to get the distance to the target and pressure optimised.
 
The velocity would not be a problem. Almost all fields limit it to about 300 fps. The thing with the sniper rifle is that you would need accuracy to make it work. Generally speaking, the smoother the barrel, the greater the accuracy. Know of any way to do that?
 
I shoot an M98 Flatline barrel (around $100) and snipe quite a bit.

HOWEVER!

People are always looking for a good sniper gun with better effective range. But being a good sniper means being stealthy and being able to come up on your opponent without them knowing. Having a gun with longer range definitely does not make you a sniper
