That question doesn't make sense.
To claim a government a country planned and carried out a terrorist attack requires proof, evidence. You can't just say it was Pakistan and leave it at that. There might be groups in Pakistan, India, Bangladesh as well as other places that carried out the attacks but to blame an entire country is just folly, unless of course there is proof that the government supported and helped carry out the attack.
