Mars certainly would have had water on it... where there is an environment for LIFE to grow it will... and it will produce water.
But that was when Mars was much closer to the Sun... now millions of years ? have passed and Mars has spiralled out from the Sun so far any major life would have become extinct and the water has sublimed into outer space.....
Leaving what we see now.... I expect deep within the planet if the core is still warmish, rock eating bacteria remain.... so some water may still be left....
