Ya, me too Palpatine sucks.

Palpatine was way smarter, so maybe he'd see Magneto coming a mile away and have something planned. I mean, they're both susceptible to explosions-- so Palpatine could see in to the future and have something rigged, I guess. But in an actual dual, Magneto wins hands down. No matter how strong Palpatine's "force telekinesis" is, Magneto's ability to control metal would punch holes through his powers. More importantly, the light saber is made of metal, giving Magneto a solid edge up over Palpatine.

Palpatine. There are much darker powers avaialble to the sith than force lightning and telekinesis. For one Magneto's helmet would not be protection from Alter Mind. Nor would his magnetism stop Force Telekinesis. The lightsaber would be useless, but Jedi are just as skilled in hand to hand as they are sabers. Obi-wan was easily a match in strength for Jango's body armor.

Didn't one have to be of weak mind for it to be effective? Magneto was not weak of mind in any way.

Nope that was mind tricks. The Sith mind control can control anybody. I forgot he can use Force Wormhole and blast Magneto in to deep space.
Actually Affect mind can still woprk if you are strong mind, it just doesn;t work as well. Since Magneto has to concentrate on his power any distraction will reduce it's effectiveness. Trying to fight inner demons and a foe who KNOWS precisely what you are going to attempt to do is nearly impossible unless you are orders of magnitude more powerful.
For instance Palaptine would be sucking wind against someone like Super-man or Gohan. Then again so would Magneto.
Magneto would probably win. Magneto's helmet prevents telepathic manipulation (despite what TW would like to believe), and his magnetic force field stops directed psi powers for the most part (like force lightning - Magneto has proven immune to Storm's lightning attacks before). Magneto can also defend against all Palpitine's metallic technology.
Palpitine's only resort would be the Force Powers with collateral damage (like the wormhole thing)...though Magneto has been able to withstand space unassisted - I assume here that the force wormhole is only a transport medium as opposed to the gravity intense actual wormholes.
Since I am going on the premise that they'd be fighting without knowing limits...Palpitine will not likely open his attack with something so *ahem* 'force'ful, giving Magneto the initial advantage, and the purple-clad anti-hero would likely capitalize this to win the faceoff.

No, because telepathy does not move things. Telekenesis does
and his forcefield prevents directed psi-powers, including telekenesis.bAnd even so, the helmet is metal. Magneto's inherent powers will override telekenetic attempts to remove it.I think the twin kids are a coincidence...
How about Palpatine just use Force Wormhole and suck him into space.
