we know that in most animals some behaviors are instinctive or genetically controlled and some are learned from the environment. how can one differentiate between the two? what is their relative importance in say insects, fishes. reptiles, mammals, apes and humans. any ideas?

It not easy to differentiate at all! In humans for example we are still try to sort out what is genetic and what is social in our behavior. Instincts are vital, from emotions to bee dancing they are needed to make a functional animal.
