Let's look at Iran, as one possible example.
In public:
1) a young woman walks down the street in western garb and make-up.
2) a man announces that he had his daughter's clitoris removed.
Which of these two people is going to run into trouble with mobs, authority figures or those guys who drive around in cars making sure people follow the rules?
Which of these two is more likely to be the subject (as an example) of some religious leaders moral tirade?
