They might have been spies, or not. Do you have any evidence either way? They probably did violate Iran's national laws by trespassing, but that's all I know.

They aren't casual tourists- aspiring journalists perhaps. That doesn't make them spies. Considering that they show no tradecraft, the espionage accusations are laughable. This will get sorted out / they will be released as soon as the Iranian government gets an opening.
