Looks like junk to me. The Editorial section has a default page that returns an ASP error, and the information that could be retrieved before the error shows pages that date back to 2003-04 (You can see what's on that page by using "view-source:" before Http:// in your browser address box)
 
Hindu's at times embrace external influence. They have regions within their country that claim that there are hybrids/contactee's and such.

Most notable was a female who claimed to channel energies for beings high in a mountain range nearby. She made a good living.
Some cultures are more open. Depends, on a lot of things. The Pashtar influence in these matters is like our Men In Black type scenario. Where these Holy men try and ascertain validity. Often, they discourage this type of belief.

As far as the article, it seems to be an indication of some type of discovery. That remains as of yet unclassified. Probably, from glimpsing at it: Some type of dust cloud that has a glow that hasn't been seen before. When the Crab Nebulae was discovered, the Eastern Indians most assuredly had belief in external forces.
