That remark is insulting, yes, but I've seen far, far worse - like labelling the Holocaust a hoax, for example, as Mountainhare/HH8H does. Frankly, I wouldn't be terribly surprised if it had happened - much as I wouldn't be terribly surprised to hear that Westerners had a hard time with hole-in-the-ground toilets...which, they do.
