You're jumping ahead a few steps there.

First, one would have to establish what it means for God to be the programmer of creation.

What makes you think that qualia are not explained by God the programmer?



Since our perceptions and our thoughts are a product of our biochemical nature - and if we grant that God created us, including our biochemistry - then it stands to reason that God created organisms complex enough to have emergent properties such as qualia.
 
His work is saddled with a lot of legacy code. He comments out large chunks of DNA. And he doesn't redesign anything from scratch, he just adapts the modules he has already written.
 
More like a watch maker, everything ticks along fine.

But God would have to be part of the clock. I see a circle of life with never beggining or ending cycle of chicken and egg where YHWH marks the begging of the cycle. The cycle doesn't need to end just suffering needs to be impermanent. It's like God trusted his deer secret to precious children.

One day you will see it from God's point of view, because you are a god, and it will make sense then. You can't make sense of it now, but I know who it was and it should be raining.

God: Hmmm, it's the day after my son's birthday, I think I'll kill over a quarter million people with a tsunami, because it just makes perfect sense.
