There are several issues getting mixed up here.
First off there is Dr. Boynlan and his little empire of star children. It is a well-known fact that for centuries and centuries any human with a talent or special ability has been tracked down and killed or controlled. Dr. Boynlan is doing the same thing just using a bit more sophisticated and technological era suave to track down, convince, manipulate and control ones with special abilities that may or may not be half-breeds but he spins a good convincing tale. If there was abduction somehow associated with the parent of these so called star children, then these offspring are the greatest thing since the invention of the transistor that is in Dr. Boynlan’s mindset. Same Tactic just Different Day.
Another well-known fact is that there is a huge group of aliens, et’s whatever you want to call them, that are not part of the government or authority over the vast empire of galaxy systems, they were kicked out, so these ones will not obtain escape velocity. So these ones organizing a mock up ‘ET say hi’ cannot even ‘ET phone home’, most likely their homes do not exist anymore. If they can’t achieve escape velocity and can’t phone home, really what kind of mock up arrival is that going to be, sounds like a keystone cops scenario.
